North Korea says it's ready to shut down its nuclear program. The country says the standoff over frozen funds has been resolved and Pyongyang has reportedly received its $25 million back. A North Korean government official says that money will be spent on humanitarian efforts. Authorities from the International Atomic Energy Agency are scheduled to meet in Pyongyang tomorrow for talks on shutting down nuclear facilities.

A suicide bomber has killed at least 12 people at a busy ce
